As Yamuna level rises beyond danger mark, story of devastating 1978 Delhi floods


By India Today News Desk: It was on September 6, 1978, when the Yamuna breached its danger mark and unleashed its wrath in Delhi. Various sections of the city, including posh colonies, witnessed the unfolding of a mega-disaster in the city.

Lakhs of people were dislodged from their homes as floodwater entered their homes and destroyed their buildings and belongings.

With every passing hour, the water level increased and, within a short period, it rose to dangerous levels, forcing people to leave their homes and shift to safer places.

Delhi had been facing such havoc after a gap of 100 years. With failed communication lines and dead telephones, the city was in a state of emergency.

Due to the imminent danger from the swelling water, people living in many areas of Delhi, including Maharani Bagh, New Friends Colony, Jamia Millia and Okhla, were advised to move to safer places.

The inevitable situation was caused mainly due to the 7 lakh cusecs of water that was released into the Yamuna from Haryana’s Hathnikund barrage.

Amid rising water levels, all the bridges over the Yamuna had to be closed due to high water levels and the armed forces were also deployed in the flood-affected areas of Delhi.

DELHI FLOODS SINCE 1900

Delhi has been affected by floods in 1924, 1947, 1976, 1978, 1988,1995, 2010 and 2013. However, the floods of 1978 majorly affected Delhi, taking half of the city under its grip.

At that time, the Yamuna was flowing at 207.49, nearly 2.66 meters above the danger mark at Delhi’s Old Bridge.

Breaking the 45-year record, Yamuna touched 207.81 meters on Wednesday, July 11, 2023.

CROPS DESTROYED

Along with the urban areas of Delhi, rural parts of the city were also affected by the 1978 floods. Kharif crops on more than 40,000 square kilometres of land were destroyed by the flood water.

In addition, 18 people lost their lives along with the loss of public property, which was estimated to be around Rs 10 crore. Lakhs of people were rendered homeless due to the flood.

Recounting the 1978 horror, one of the eyewitnesses — Devendra Singh — says that he had to take shelter in one of the safe places as flood fury wreaked havoc on his crops.

IAF DEPLOYED

During the mega-floods of 1978, relief camps were set up by the government to shelter people who were rendered homeless by the disaster.

The supply of relief materials was not possible by land because of flooded streets and roads. Hence, the then Indira Gandhi-led union government deployed Indian Air Force (IAF) choppers to drop food packets and relief materials among the flood victims.

Despite the government’s supply of relief materials, the relief camps faced a serious dearth of drinking water.

CRACKS IN DAMS

Initially, the danger mark of Yamuna was gauged according to the height of the old Delhi rail bridge, commissioned in 1866-67. Similarly, embankments were constructed to protect against low-intensity floods.

However, the maintenance work for the strengthening of embankments started between 1960-70. But, the entire maintenance exercise proved ineffective in 1978, as the embankments failed to handle the heavy flow of water caused by the downpour.

Due to high pressure, the embankments cracked at several places, which led to the seepage of water in the urban areas of Delhi.

SEVERAL PARTS INUNDATED

On the night of September 6, 1978, several parts of Delhi, including Model Town, Jahangirpuri, Indiranagar, Majlis Park, Gopal Nagar, Alipore, Mukherjee Nagar, Kingsway Camp, Delhi University, Adarsh Nagar and Civil Lines, were completely inundated in the flood water due to cracks in embankments on the left and right margins of Yamuna

Nearly 30 villages in North Delhi were also burdened with heavy rain-induced floods at the end of the monsoon season in September. In addition, Janakpuri, Vishnu Garden, Najafgarh and 72 nearby villages were affected by flood water due to a spade in the Najafgarh drain.

LESSONS LEARNT

After the havoc of the 1978 floods, the Delhi government initiated several corrective measures, including the construction of new embankments and repairing the old ones using concrete.

The measures taken by the Delhi government paid off during the floods of 2010 and 2013 when no cracks were observed in embankments during the floods amid the incessant downpour and rise of Yamuna’s water level (In 2013, the water level touched 207.32 meters).

However, the floods were caused by the backflow of water due to choked drains and sewers. Filth and stench had also blanketed several localities in the 2010 and 2013 floods as drain water mixed with the floodwaters.

YAMUNA BREACHES RECORD

On Wednesday, the water level in Yamuna touched the 207.89 mark, breaching the earlier record of 207.49 metres set in 1978. With the rising water level, the Delhi government has shifted 16,500 people to safe places.

Delhi Chief Minister Arvind Kejriwal has even written a letter to Home Minister Amit Shah and requested that the water release from Hathini Kund be reduced to prevent a further rise in Yamuna’s water level.

Amid the continuous release of water from Haryana’s Hathini Kund barrage, the water level of Yamuna is rising in Delhi, posing a danger of floods in the national capital.

WARNINGS DEPEND ON WATER LEVEL

Officials have divided the flood category of the Yamuna into Low, Medium or High intensity. The normal water level of Yamuna at Old Railway Bridge is 202.00 m (662 to 663 ft) during summers.

Low-intensity floods are declared when Yamuna’s water level remains below the danger mark — 204.22 m (670.00 ft). During low-intensity floods, the water level remains within normal limits and poses no danger to life and property.

Medium-intensity floods are declared when the water level crosses 204.22 meters but remains below 205.44 meters. In this category, the water level touches the embankments.

At this stage, the backflow of water starts in most of the drains falling into Yamuna, which leads to such regulation of drains by the operators. Round the patrolling also gets initiated at this stage to check embankments and pre-determined leak points.

Beyond 205.44 meters (674.00 feet), high-intensity floods are declared.

In this category of flood, proper care has to be taken for monitoring and maintenance with the deployment of Assistant Engineers (AE) and Junior Engineers (JE) for proper monitoring of the flood situation and patrolling.

At this water level, water branches off the embankments start entering the low-lying areas of Delhi.

Saving people, cattle along Yamuna, Police have their task cut out


On Wednesday, Inspector Sukrampal along with head constable Sandeep and constable Deepak from Usmanpur police station received a distress call. A 25-year-old man, Jitendra, had been trapped in the area amid rising waters and had been sitting atop a tree for more than 22 hours.

“His house was damaged. We took a motorboat and went to save him. The situation was such that we had to remove shoes and life jackets to access the land. But we managed to get the boat near the tree, pick him up and take him to safety,” said Sukrampal.

The rescue operation is one among several that Delhi Police personnel have been carrying out for the last couple of days as water level in Yamuna crossed the ‘danger ‘ mark of 207.72 m, necessitating evacuation from low-lying areas. Teams from North Delhi, Northeast Delhi, East Delhi and other districts have been helping hundreds of persons for the last couple of days.

Sanjay Singh, Special Commissioner of Police (Licensing & Legal Div), said the police have responded to 1,919 calls related to traffic, 200 on water logging, 82 on building-collapse, 142 related to tree-falling, and six road cave-ins in the last three-four days. In total, more than 760 persons, including women and children, along with 271 cattle have been rescued in the last 24 hours, as per data released by the police.

Staffers have been deployed around Yamuna plains, Kashmere Gate, Ring Road, Shahdara, Sonia Vihar, Usmanpur, Mandawali etc to rescue persons. Sources said leave of all police personnel in the districts have been canceled.

Joy N Tirkey, DCP (Northeast), said more than 250 police personnel have been working with teams of NDRF, Civil Defence volunteers, boat operators and others.

In Shahdara, rescue operations have been going on at Geeta Colony area and Gandhi Nagar to save locals. In East Delhi, maximum number of distress calls were received from Pandav Nagar, followed by Mayur Vihar and Mandawali area.

Amrutha Guguloth, DCP East, said her staff rescued more than 575 persons in the last three days.

Girl’s kin kill 20-yr-old for interfaith relation in Delhi | Delhi News



NEW DELHI: A 20-year-old man, who was in a relationship with a woman from another religion, was stabbed over a dozen times allegedly by her kin and his throat was also slit. Raj Kumar died on the spot, but the murder remained a mystery for a few days as the victim couldn’t be identified.
Police finally got clues using CCTV camera footage and their information network, and tracked down Ashfaq and Meraj, who were arrested from north Delhi’s Zakhira. They allegedly lured Kumar on the pretext of settling issues to Shehzada Bagh on July 2 and killed him.
DCP (north) Sagar Singh Kalsi said police got to know about a man’s body lying near a park in north Delhi’s Inderlok on July 3. The body, which was was stashed into the bushes, seemed to be of a 20-22-year-old man, but no document or a cellphone was found on him.
An FIR for murder was registered and two teams were formed to crack the case. While one team worked to identify the deceased, the other looked for clues and suspects. “Since there was no CCTV installed near the place, both tasks became a challenge. As the time of the incident was not clear, the CCTV footage of all exit and entry points around the scene of the crime was closely checked,” Kalsi said. Finally, the deceased was identified as Raj Kumar, who came from Araria in Bihar and used to live in north Delhi. Movements of two suspects were also observed in a footage around the spot.
The cops circulated the grabs among all boots on the ground and also activated their information network. Finally, an informer came forward with the identity of the duo. The accused told police that Kumar was in a relationship with a close relative of Ashfaq. This had angered them and they planned to eliminate him. “The accused were aware that Kumar rarely visited his home town and there would be no one to report if he goes missing and the body would remain unidentified,” the DCP said.
Two knives used in the crime have been seized. Bloodstained clothes of the accused have also been found, police said.

50-year-old woman shot dead by daughter’s ex-boyfriend


A 55-year-old woman was shot dead allegedly by her daughter’s ex-boyfriend at their home in North Delhi’s Sarai Rohilla. Police said the accused had allegedly come to take back the gifts he gave to his partner but allegedly fired at her and her mother instead.

The deceased, identified as Poonam (55), was shot in the head and died on the spot, said police. Her daughter, a 27-year-old chartered accountant, called police and alleged her ex-boyfriend killed her mother. The accused, who is absconding, works as a salesman at a saree shop in Kotwali area.

As per police, the woman and the accused were in a relationship till last month. The woman wanted to return the gifts and called the accused to come and take them.

“We received a call around 4-5 pm. The woman said she was sitting with a bag filled with teddy bears and other gifts. When the accused came, she handed him the bag but he was angry and shouted at them. He pulled out a pistol and fired at her. Her mother was also standing nearby and was shot in the head,” said a senior police officer.

SS Kalsi, DCP (North), said, “We have formed multiple teams and sent them to nab the accused. His location has been traced. He is trying to escape but will be nabbed soon. The woman’s statement has been recorded. It seems the accused was angry and planned to attack the woman after the breakup.”

Police said neighbours initially believed that Poonam died after slipping in the bathroom. Around 4.02 pm, a PCR call was received saying, “Our neighbour slipped and fell in the bathroom. She is severely injured.”

4 women robbed in auto by driver, his accomplice


An auto-rickshaw driver and his associate allegedly robbed four women of gold ornaments at knife-point while they were travelling inside the vehicle in North Delhi’s Kashmere Gate, police said Tuesday.

The auto-driver, identified as Anas Khan, has been arrested, said police.

According to police, the complainant, a 52-year-old woman, stated that she booked an auto for Rs 250 from Turkman Gate to go to her house at Mustafabad.

“She, along with her two sisters and a niece, sat in the auto and in the meantime, the driver called a boy and seated him alongside in the front seat. The women resisted the same but the driver said he will earn Rs 20-30 extra. The complainant asked the driver to take the route from Geeta Colony flyover but he said the way from Rajghat was blocked, something which was not true,” said DCP (North) Sagar Singh Kalsi.

Police said the accused allegedly took them towards the Old Iron Bridge from the wrong carriageway to an isolated place.

Police added that allegedly at knife-point, Khan and his accomplice robbed the women of their gold ornaments.

According to police, after a case was lodged, it was revealed that the driver was allegedly involved in the crime and was beaten by the public after the incident.

He was taken into custody, said police, adding that efforts are on to arrest the co-accused.

Teen cousins get offer to feature in Insta reel, end up being robbed in Qudsia Bagh


Two cousins were out on a walk in North Delhi’s historic Qudsia Bagh when a group of three men and a teenager approached them. They told the duo that they were social media influencers and asked them to pose with the group for an Instagram reel. The cousins, both teenagers, obliged and the filming of reels began. After some time, the group asked the cousins to move to a corner for “better background and view”. As soon as the cousins obliged them again, one of the members of the group fished out a knife, stabbed one of the teenagers, and made off with the mobile phone of the other before fleeing from the spot.

The incident took place on June 19. Police have arrested a 19-year-old man and apprehended a juvenile in connection with the case Tuesday.

Police said they had received a PCR call about a stabbing from locals. The complainant, Rahil (16), had sustained stab injuries to his stomach. He said he was walking in the garden with his cousin Laraeb (15) when four unknown people approached them.

A senior police officer said, “The accused introduced themselves as social media influencers. They then lured the boys to make a reel with them on the pretext of gaining more followers. The boys agreed. The accused took the victims to a corner and one of the accused robbed Laraeb’s phone while another stabbed Rahil. They also tried to attack Laraeb but he manged to fend them off.”

The cousins were rushed to a hospital and their statements recorded. They were soon discharged and are stable now, said police.

During investigation, it was found that there were no CCTVs at the spot and the accused couldn’t be identified with the help of locals or informers.

A team led by Station House Officer (SHO), Civil Lines, Rajeev Kumar analysed more than 100 CCTVs near Qudsia Bagh and other markets. Based on CCTV mapping, it was suspected that the accused had come from the Trans-Yamuna area.

Sagar Singh Kalsi, Deputy Commissioner of Police (DCP), North, said, “The team scanned over 200 CCTVs all around Delhi. The accused were then identified. Several raids were conducted and we found their addresses. A juvenile, aged around 15, was apprehended.”

Police said the boy revealed his associates had hatched the entire plan to “successfully rob” the victims.

“Their plan was to first approach the victims posing as influencers and convince them to participate in making reels. They also planned to make a separate reel of the incident to gain fame in the crime world. They wanted to show off their power… and decided to execute the plan at Qudsia Park,” added Kalsi.

Based on the juvenile’s questioning, one of the accused, Munna, was tracked down and arrested.

Two of his associates are still absconding. Police said they have been identified and will be arrested soon.

After Pragati Maidan tunnel heist, 2 more Delhi businessmen robbed of Rs 7.5 lakh | Delhi News



NEW DELHI: Days after the Pragati Maidan tunnel heist, armed assailants looted two businessmen in north Delhi on Tuesday.
In the first case, a group of five men came on three bikes, pointed a pistol at the victim and his brother at their godown in Wazirabad and fled with Rs 3 lakh cash and some jewellery from the safe. In the second incident, armed assailants looted Rs 4.5 lakh cash from a businessman in Kashmere Gate and took away his Scooty. No arrests have been made in either case.
Nobody has been arrested yet.
Sunil Kumar Jain, who lives with his family in Bihari Colony in Shahdara, runs a khoya business. Police received a call around 1.15pm regarding the robbery at Yudhisthir Setu, and a team met the victim. Jain told them that he had gone to Khoya Mandi in Kashmere Gate for some business and was returning home. “When he reached Yudhisthir Setu on his two-wheeler, he got a phone call,” an officer said. He stopped the vehicle to take the call when two men came on the Scooty and started asking for money. When Jain objected, one of the accused pointed a gun-like object at him.
Meanwhile, their two associates came on a motorcycle and asked Jain to hand over the keys of his vehicle. “When I gave them the keys, they fled,” Jain said, adding that he had around Rs 4.5 lakh in the dicky. The victim then alerted police about the incident. It is being suspected that the accused were following the victim for some time and was waiting for the right moment to commit the crime. “The victim was not clear whether it was a real gun or some object the men used to threaten him,” an officer said.
On Saturday, four men on two motorcycles waylaid the cab of two cash delivery agents as soon as they entered the Pragati Maidan tunnel and snatched from them a bag containing around Rs 50 lakh. At least eight people have been arrested in the case.
Police have formed several teams to crack Tuesday’s case. A CCTV camera footage has surfaced in which the alleged suspects were reportedly seen crossing the road. However, cops are still identifying if the same people were involved in the heist. A case under IPC sections 394 (voluntarily causing hurt in committing robbery) and 34 (acts done with a common intention) has been registered at Kashmere Gate police station.

BJP pitches India’s ‘rising stature on world stage’, its Delhi chief’s refugee background to Hindu, Sikh migrants at Majnu ka Tilla


In addition to buttressing what has increasingly emerged as the Bharatiya Janata Party’s (BJP) main appeal to seek support for the 2024 Lok Sabha polls — India’s rising stature on the world stage thanks to Prime Minister Narendra Modi’s efforts — the party pitched its Delhi chief’s identity as a second-generation refugee among Hindu and Sikh migrants from Pakistan on Sunday.

Speaking on the sidelines of an event in connection with the ‘Mann Ki Baat’ programme, BJP national secretary Baijayant Jay Panda, citing Delhi BJP president Virendra Sachdeva as an example, sought to urge the refugee population settled in the Majnu ka Tilla area to join the mainstream and encourage their children to “contribute to nation building.”

“I hope that the youth, and especially the children here today, will step forward to do something for this area, for Delhi and the country worthy of recognition by the Prime Minister himself…whose efforts have earned respect for the country across the world,” he said.

Addressing the gathering, which included refugee families from Pakistan and members of the Bhil tribe community, Panda also asked them to help forge “India’s identity as a developed nation by the year 2047.”

“There was a time when his (Sachdeva’s) maternal and paternal grandfathers, even his father came to India as refugees…today too there are many like you who were trapped in neighbouring countries. There is a provision for this in the Constitution and everyone right from Bapu (Gandhi) spoke about it — but only Modiji delivered on it,” he added.

Sachdeva belongs to the post-Partition refugee Punjabi community, which has traditionally rallied behind the BJP in the city. The party’s move to choose him is as much an indication of its intent to “reconnect” with the Punjabis as it is an admission of having lost its other core support base, the Baniya community, to the Aam Aadmi Party (AAP).

Apart from the demonstrated strategic proficiency of the 55-year-old “soft-spoken but firm Pratham Varsh Shikshit Swayamsevak”, i.e., someone who has passed basic RSS training, Sachdeva’s selection, sources said, marks the BJP’s return to its political roots in the capital — set deep in the psyche of Punjabi refugees who flooded the city after the Partition.

An old party hand associated with the BJP for over three decades, the former journalist was born to parents from Muzaffarpur and Peshawar, now in Pakistan, and spent his formative years in north Delhi’s Chandni Chowk, where his family set up a printing press after migrating to India.

He took over as the party’s working president following the sudden resignation of his predecessor, Adesh Gupta, in the wake of the BJP’s electoral capitulation to the Aam Aadmi Party (AAP) in the MCD elections last December.

Once a hub for licenced arms, gun houses in Kashmere Gate now a mere shadow

RK Gupta, general manager at Garg Armoury, a gun house set up in 1949, told The Indian Express: “In the 90s, gun houses, with an elaborate clientele and dozens of employees, used to line Church Road… but now all we do is stare at the weapons, something that once used to be a prized possession.”

From rifles to pistols either for hunting, amateur shooting or solely for personal protection, gun houses in North Delhi’s Kashmere Gate — the capital’s hub — had it all. Business, however, has taken a hit recently. The reason: A reduction in issuance of arms licences, as well an increase in rejection of such applications, by the Delhi Police. As per police data, the number of licences issued in 2022 and 2021 was much lower than that in previous years. Out of the 1,390 applications received in 2022, almost 43 per cent or 602 were rejected and only 77 were approved. The rest are pending. In 2021, there were 476 rejections and 97 approvals out of 2,007 applications. In contrast, in 2019, 815 were approved and there were 736 rejections out of 1,754 applications. The previous year 2018 saw 577 applications being approved and 389 rejected out of 2,648 applications received. Senior officers had said the low number of new licences and high rejections can be attributed to the stringent criminal verification system to ascertain an applicant’s profile and necessity to be allowed access to a weapon.
