Doctors advice to keep surroundings clean and dry as Delhi sees Dengue spike


While North Delhi saw a heavy spell of rain Tuesday in an event of localised rainfall, there was no shower in most parts of the national capital. The weather stations at the Delhi Ridge and the adjoining Delhi University area recorded rainfall more than what the Safdarjung weather station, which provides a marker for the city, recorded this September so far. The weather station in the Delhi Ridge, which is a synoptic manual observatory, recorded 87 mm rainfall on Tuesday while the automatic weather station at Delhi University recorded 83.5 mm.

Wall collapse reveals value of a life in Noida: Rs 300-500

Amit Yadav, a 17-year-old BA student, packed his lunch and went with his cousins and friends to help them repair a drain at Noida’s Jalvayu Vihar residential society. According to his family, he wasn’t supposed to be there. Yadav, who died alongside three others when the boundary wall of the society collapsed, wanted to join the Indian Army and was preparing for the physical test. But it was his “helping nature” that landed him in trouble.

The labourers were hired by a private contractor and were known to each other as most hailed from Budaun in UP. The men were buried under rubble around 9.30 am, when a 120-feet stretch of the wall collapsed. Fire tenders, JCBs, police, Noida Authority officials, residents and locals rushed to help the men.

Eating out could cost more as dhaba, restaurant licences are set to increase


Eating out in restaurants, coffee houses, hotels, food courts and five-star hotels is set to get costlier in several areas in the capital as the corporation has increased health trade licence fees in areas under the jurisdiction of the erstwhile North and East MCDs, to bring uniformity in rates. This would likely affect the prices of the final product, said a senior official of MCD.

The MCD rules state that it is compulsory to take a licence in around 100 different categories of businesses, including grocery shops, paan shops, salons, water trolleys, circuses, clubs, sweet shops, medical stores, ice cream factories, restaurants, and amusement parks.

The corporation has the provision to issue a challan in case of violations.

The erstwhile North and East corporations had kept their rates lower as opposed to the South MCD, and the parity is now being brought in keeping the South rates as the standard, said a senior MCD official.

Earlier the registration fee for opening a dhaba was between Rs 2,500 to 10,000, which has now been increased to Rs 25,000. Similarly, the annual licence fee of banquet halls was between Rs 5,000 and 25,000 which has now been increased to Rs 25,000.

The licence fee for restaurants up to 20 seats, which was between Rs 240 to 10,000, has been hiked to 10,000 for the whole of Delhi. The licence fee for coffee houses was between Rs 240 to 10,000 and has also been increased to Rs 10,000.

The three erstwhile corporations used to earn more than Rs 16 crore per annum from health trade licence — North (Rs 5 crore), South (Rs 8.5 crore) and East (Rs 3 crore).

A senior official of the MCD said there are business centres in East and North Delhi which are no less successful than those in South. “What is the harm in paying? Also, the increase is nominal. There was no increase in East and North rates for years so a parity has been brought,” he said.

Delhi HC directs MCDs to expedite appointment of special educators in its schools


The Delhi High Court has directed the municipal corporations to identify vacancies of Special Educators (Primary) in their schools at the earliest, after the Lieutenant Governor granted a one-time age relaxation of 10 years to fill vacant posts till December 2022.

The court had earlier expressed concern over the large number of vacancies of special educators in MCD schools and termed it ironic that while authorities are not getting candidates to fill posts, they have created “an impediment” for those interested by insisting on the age criteria.

There are more than 1,126 vacancies of Special Educator (Primary) in MCD schools. The court had said that authorities need to view the matter from “the perspective of underprivileged children and, then, perhaps, tweak the policy to cater to their needs”.

The L-G has now granted one-time age relaxation of 10 years, beyond the age limit prescribed for the same post in MCD schools, for the vacancies till December 2022. The government has, however, said the relaxations would not be applicable for the posts advertised previously.

The counsel representing the East, South and North Delhi municipal corporations assured the court that once the results are declared for the posts, vacancies shall be identified and duly advertised.

The court in the order has directed the municipal corporations “to identify leftover vacancies and expected slots/vacancies qua the post of Special Educator (Primary), which would be available till December 2022, at the earliest, though not later than four weeks from the date of the declaration of result”.

The order has been passed in a petition challenging the Central Administrative Tribunal’s decision not to interfere with the authorities’ March 2020 decision of providing the age relaxation only in respect of those posts advertised in 2017. The CAT in July 2020 said the candidates cannot insist on the relaxation being made a permanent measure.

However, the division bench last month noted that the authorities in December 2019 in respect of government-run schools had provided a one-time age relaxation of 10 years for all Special Education Teacher posts but in respect of Special Educator (Primary) posts of municipal schools limited such benefit to only posts advertised in 2017.

Process begins to dismantle Hawa Mahal-like structure


The process of dismantling of the building that looked like Jaipur’s iconic Hawa Mahal in Chandni Chowk has started after the trader who made it was told by the North Delhi Municipal Corporation to take it down.

The building, on the 1.3-km pedestrian stretch between Red Fort and Fatehpuri Masjid, was renovated by a Rajasthan-based trader and architect Ankit Keyal.

Keyal said, “I have started the process of dismantling and one floor has been removed. I made it with a lot of effort and to enhance the heritage look of Delhi. But I am helpless now that the authorities have asked me to take it down. I had thought that it would be appreciated but the whole issue is becoming very stressful for me.”

“I had invested all my savings in the project and once dismantled it will break and cannot be used,” he said. Keyal planned to open a garments shop.

The North MCD had last week asked the trader to take it down on grounds that it was a new construction when the trader had asked for repair permission and is beyond the permissible limit of six inches.

Leader of the standing committee of North MCD Jogi Ram Jain said people there were divided into two groups, some believed that it is adding to the beauty so it should be kept while others believed that if there are rule violations then it should go. “We have to go by laws,” he said.

“I have asked my engineers to check it. If as per rules some beautification could be allowed then we would allow it to that extent only,” Jain added.
