May 24, 1983, Forty Years Ago: Delhi Train Accident


Six persons were killed and two injured seriously when a passenger train running at breakneck speed hurtled into a truck and a tractor at a crossing near North Delhi. The disaster, between Badli and Holambi Kalan stations, occurred at 1.05 am as the New Delhi-Sonepat shuttle was headed for Sonepat.

India vs China-Pak

India lodged another protest to the opening of the 4,620-metre high Khunjerab pass at the terminus of the Chinese-built Karakoram Highway, also called the “silk road”. Both China and Pakistan ignored India’s protest last year, rejecting New Delhi’s fear that it would affect India’s sovereignty. India’s contention also was that China and Pakistan had no right to enter into an agreement over an area under illegal occupation of Pakistan.

Abdullah On J&K

Chief Minister Farooq Abdullah declared that the state’s accession to India was final and he did not subscribe to the views of Mirwaiz Farooq, Chairman of the Awami Action Committee, who said the issue was “still open” and demanded the right to “self-determination” for people of J&K. Abdullah said it was settled by his father, Sheikh Abdullah and added: “I am Indian and will die an Indian”.

Satellite Repaired

The smart sensor aboard Rohini has resumed beaming images with correction of the anomalies that shut off the camera. ISRO said in a press release that the satellite mission control team successfully manoeuvred the camera back to life.

Delhi sees lowest rainfall for August since 2009


The rainfall recorded in Delhi this month is the lowest that the city has seen in August since at least 2009.

This month the Safdarjung weather station has received only 41.6 mm of rainfall, recording a large deficit of around 82%. The ‘normal’ amount of rainfall for Safdarjung for the month is 233.1 mm, according to the India Meteorological Department (IMD).

There has been no heavy spell of rainfall this month. While rainfall was recorded for 16 days in August, the Safdarjung observatory has only received very light or light rainfall. In contrast, there were only 10 rainy days in August last year, but the month saw a total of 214.5 mm.

From 2009 onwards, Delhi has not seen anything less than 100 mm of rainfall for August. For this period, the highest total for the month was recorded in 2010 – 455.1 mm. The all-time highest monthly record for August is 583.3 mm of rainfall received in 1961.

While Safdarjung recorded less than 50 mm of rainfall in August, Palam recorded 123 mm.

“Rainfall producing systems have not been favourable in August leading to less rain. There were no low-pressure systems or interaction of western disturbances with low-pressure systems affecting the city. The monsoon trough was also hardly near Delhi for most days of the month,” said IMD scientist R K Jenamani.

Delhi has also recorded a deficit in rainfall so far this monsoon. The city has recorded 352.4 mm of rainfall, 32% short of the normal of 516.9 mm from June 1 onwards. While June saw a deficit of around 67% in rainfall, July recorded an excess of 37%.

In terms of distribution of rainfall in the districts, East Delhi is the only district to have recorded an excess this monsoon – 24% above the normal. While Central Delhi has recorded rainfall that falls within the ‘normal’ range, New Delhi, North Delhi, Northeast Delhi, Northwest Delhi, South Delhi, Southwest Delhi and West Delhi have all recorded deficits.

The average maximum temperature in August at Safdarjung was 34.5 degrees Celsius, a little below the average of 35.2 degrees recorded in August last year. The average minimum temperature for the month this year was 26.5 degrees Celsius.

Punjab MLAs to get only one pension from today


MLAs in Punjab will now get just one pension with Governor Banwarilal Purohit giving his assent to the Punjab State Legislature Members (Pension and Medical Facilities Regulation) Amendment Bill, 2022, limiting multiple pensions to legislators, more than a month after it was passed by the Punjab Vidhan Sabha, and the government notifying the Act on Saturday.

Chief Minister Bhagwant Mann took to Twitter to announce that the bill had received the governor’s assent. “I am very happy to inform Punjabis that Hon’ble Governor has approved the ‘one MLA, one pension’ bill…Government has issued notification. This will save a lot of tax for the public,” Mann tweeted.

Former legislators in Punjab used to get pensions for supplementary terms too. By limiting the pension to one term, the government is likely to save Rs 19.53 crore for the state exchequer.

From now on, every legislator would get only one pension of Rs 75,150 per month irrespective of the terms for which he/she gets elected. Earlier, some former legislators were getting pensions as high as Rs 3 lakh per month.

State Finance Minister Harpal Cheema said that the state exchequer would save at least Rs 100 crore and added that it was a move in the right direction to save tax-payers’ money.

Chief minister Mann had announced the plan to limit multiple pensions of legislators soon after he took charge but it took more than four months for the Act to be notified.

Earlier, the governor had refused to give his assent to an ordinance to this effect saying that it should be put up as a Bill in the budget session of the Vidhan Sabha. On June 30, the Vidhan Sabha passed the Bill.

Governor Banwarilal Purohit’s asset came at a time when the government was losing hope as the governor had not given his assent to the contractual employees’ Bill too. Since the Bill limiting pensions was a money bill, the government could not even send a reminder to the Governor. However, the government received the governor’s assent on Friday.

The delay caused a loss of a few crores to the state exchequer as the former MLAs were able to get multiple pensions for the months of May, June and July also.

After taking over reins of the state, chief minister Mann had said that legislators would get only one pension. For enforcing this rule, the government had amended Clause 3(1) of ‘The Punjab State Legislature Members (Pension and Medical Facilities Regulation) Act, 1977’.

Legislators in Punjab get a basic pension of Rs 15,000 per month. On this, they get 50 per cent DP (a merger of dearness allowance (DA) and basic pension effected on April 1, 2004), and a DA of 234 per cent. Similarly, for every supplementary term, they get Rs 10,000 basic pension, and DP and DA. The DA of 234 per cent, however, was not enhanced after December 31, 2016, following a decision by the Amarinder Singh-led Congress government.

However, when an ex-MLA will attain the age of 65, 75 and 80, he/she shall, respectively, be entitled to an increase of 5 per cent, 10 per cent and 15 per cent of the basic pension, admissible to him/her at the attainment of such age.

While the Bill was tabled, Leader of Opposition Partap Bajwa had said when an MLA is above chief secretary in protocol, an MLA’s pension must be at par with that drawn by the chief secretary. Chief minister Mann had said that a government official becomes eligible for pension after serving for at least 20 years. “A young man who becomes MLA at the age of 27 becomes eligible for pension just after five years. In such a scenario, it is unfair to equate both,” Mann had said.

After protesters targeted home, iron gates to guard Delhi CM’s colony


More than three months after nearly 200 protesters belonging to the BJP’s youth wing Bharatiya Janata Yuva Morcha (BYJM), along with Lok Sabha MP and BJYM national president Tejasvi Surya, broke through police barricades outside Delhi Chief Minister Arvind Kejriwal’s residence and damaged his main gate, the Delhi government’s Public Works Department (PWD) is turning the Flagstaff Road colony where he stays into a gated one, it is learnt.

“We are constructing large iron gates on either side of the road to increase the security cover at the Chief Minister’s residence as well as to stop protesters from entering the society. Work started three-four days ago. Currently, the gate is being installed on the Rajpur Road on the Civil Lines side, and work on the other side will start soon. These gates will be big, strong and tall,” a PWD official said.

On March 30, the BYJM had staged a protest outside the Chief Minister’s residence, with several protesters being seen on camera indulging in vandalism. Police had lodged an FIR and arrested eight members of the BJYM, questioned Surya, and also ‘bound down’ former North Delhi mayor Jai Prakash, who represents the Sadar Bazar ward, and Delhi BJYM president Vasu Rukhar under Section 41A of the CrPC.

The incident had prompted AAP MLA Saurabh Bhardwaj to file a petition in the Delhi High Court seeking the constitution of a special investigation team (SIT) headed by a retired high court judge for an independent probe into the attack. He also sought a probe into the role of police officers who were responsible for maintaining the security cordon outside the Chief Minister’s residence. Besides seeking a direction for appropriate security outside Kejriwal’s residence, the petition also prayed for compliance of an earlier court order for securing the road outside it.

In their reply, the Delhi Police had suggested that they are coordinating with the concerned agencies to install an iron gate at both ends — from Flagstaff Road to Rajpura Road to make the colony a gated one.

“We met with the Resident Welfare Association (RWA) and they later wrote a letter to PWD, Delhi Police and the departments concerned.

We coordinated with all departments and the PWD is all set to install iron gates,” said a senior police officer.

Amod Sharma, an RWA member from the Civil Lines Association, confirmed to The Indian Express that they had written a letter to agencies concerned and coordinated with the Delhi Police. “There are gated colonies in other localities of Civil Lines, but not Flagstaff Road where there are 30-40 houses. All these protests outside the CM’s residence create problems for other residents, but we are hoping that after installing these gates, this will be resolved. Earlier, the Delhi CMs never stayed here; this is the first time our CM is residing here,” he said.

Sources said the security wing of the Delhi Police also conducted a security audit after the attack and increased the number of security personnel at the CM’s residence. “We have deployed one more PCR van, changed the locations of motor police vehicles, and are planning to make a dedicated reserve force for the security of the CM’s residence,” an officer said.
