The first time Mukesh Suryan, the Mayor of South Delhi Municipal Corporation (SDMC) who has been going about threatening an anti-encroachment drive under his jurisdiction, hit the spotlight was for something precisely opposite: Suryan was accused of threatening MCD officials to stop the sealing of unauthorised construction in Najafgarh Zone.

That was 2018, Suryan was just a councillor (from Sagarpur), and the matter had landed up in the Supreme Court. An angry Court said at the time that it would not tolerate “daadagiri (muscle flexing)” any more.

For Suryan himself, there was no looking back. During the recent Navratras, his diktat for a ban on sale of meat (a first for South Delhi) had caused panic among traders. However, that sabre-rattling, like the threat of an anti-encroachment drive in Shaheen Bagh among other areas in South Delhi – timed to coincide with the controversy around the Jahangirpuri exercise in North Delhi, which was stopped by the Supreme Court – is often just that, sabre-rattling.

If the diktat on meat didn’t have the sanction of the Municipal Commissioner, who is the executive authority on the matter, the promised anti-encroachment drive fizzled out, at least on Thursday, as police said the application seeking permission for deployment was not sent on time.

However, as Suryan did the rounds of Shaheen Bagh on Wednesday claiming a Jahangirpuri-like exercise, traders in the locality – with its past association with anti-CAA protests hanging over their heads – spent Thursday afraid of what was to come and storing away their wares. At the time of the protests, Suryan had been a Councillor.

Asked about his anti-sealing stand in 2018 and his position over alleged encroachments now, Suryan told The Indian Express: “I was against that particular sealing because it was being illegally done. We are against illegal encroachments.”

At the hearing in the Supreme Court, lawyers for the Forum of MCD Engineers had argued that Suryan not just issued threats but had also ensured the transfer of Municipal Commissioner Vishvendra Singh, who was leading the sealing drive. During a hearing in July 2018, the Court had said: “We would like an affidavit to be filed by a responsible officer of the SDMC explaining the transfer of Vishvendra Singh.”

Pushing for anti-encroachment drives now in Shaheen Bagh, Okhla, Jasola, Sarita Vihar and Madanpur Khadar, Suryan says the MCD will “operate bulldozers” in areas where Bangladeshis and Rohingya have settled and where there are illegal encroachments. He says drives would be against all such illegal encroachments except where courts have ordered a stay.

Suryan has the backing of Delhi BJP chief Adesh Gupta, who wrote to the Mayors of East and South Delhi Municipal Corporations – which, like North, are run by the party — to identify and demolish “illegal encroachment” by Rohingya and Bangladeshis.

Sources in the corporation say that much like over the meat drive, there is resistance from within the body against Suryan’s latest move. On the Navratra meat ban, the matter had not even been considered in the civic body when Suryan had announced that licences of those selling meat during those nine days would not be renewed in the future.

However, Suryan’s voice carries authority as he can bank on support from fellow councillors, who vouch that he stands by them against the bureaucracy. In February this year, after the Councillor from Roshanpura, Satya Pal Malik, locked up an IAS officer in his office for “not cooperating with his requests to conduct inspections”, Suryan assured that he would get the officer transferred. Within weeks, the officer was shunted.

In party circles, Suryan – who has had a slow but steady rise up the ranks — is known to have the backing of Defence Minister Rajnath Singh (a fellow Rajput from Uttar Pradesh) and West Delhi MP Parvesh Sahib Singh. He was the education committee chairperson of South MCD, where his focus was on increasing enrolment rate in MCD schools; was active in the BJP Yuva Morcha from 2009 to 2012, holding the post of secretary for a while; and was vice-president of the Delhi BJP youth wing from 2013 to 2014.

From 2015 to 2017, he worked in the national youth wing, before being elected Mayor for the first time.

Born in Baghpat, Western UP, Suryan first came to Delhi in 1999 as he prepared for UPSC exams after finishing graduation from Barot Jat college. On his veering towards the BJP, the 44-year-old says: “Life had something else in store for me. I did courses in information technology but later drifted to politics.”

Alongside, he owns a business that works on IT solutions.

Several Meat Shops In Delhi Shut After Mayors’ Call For Prohibition During Navratra

The East Delhi mayor said that Ghazipur slaughterhouse will be closed on April 8-10 due to Navratra.

The south and east Delhi mayors on Tuesday asked meat shops in their jurisdictions to remain shut during Navratra, saying that “most people do not consume non-vegetarian food” for nine days, even as there was no official order issued by the civic bodies.

Following their statements, several meat shop owners in these areas of the national capital kept their establishments closed, fearing action by officials.

However, in some markets of the city meat is anyways not sold on Tuesdays as this day of the week is considered auspicious by many Hindus.

Though mayors of the South Delhi Municipal Corporation (SDMC) and the East Delhi Municipal Corporation (EDMC) have made calls for shutting of these shops during the nine-day festival, there has been no such word from the North corporation, which like the other two is also ruled by the BJP.

While East Delhi Mayor Shyam Sunder Aggarwal claimed that during Navratra “90 per cent people do not consume non-vegetarian food”, his south counterpart Mukesh Suryan said there was “no need to open meat shops” during the festival as “most people do not consume non-vegetarian food” during this period.

As the move triggered sharp reactions on social media, BJP MP Parvesh Sahib Singh Verma, however, not only supported the call by the mayors, but said such restriction should be imposed all over the country during Navratra.

On closing of meat shops in areas under the North Delhi Municipal Corporation (NDMC), a senior official of the civic body said, “I have not come across any such proposal relating to the NDMC”.

National Conference leader Omar Abdullah hit out at the SDMC mayor, tweeting, “During Ramzan we don’t eat between sunrise and sunset. I suppose it’s OK if we ban every non-Muslim resident or tourist from eating in public, especially in the Muslim dominated areas. If majoritarianism is right for South Delhi, it has to be right for J&K (Jammu and Kashmir).” Meat shops in several markets in south Delhi, including at INA and at Jor Bagh, remained shut on Tuesday, fearing action by authorities.

There are around 40 meat shops in the INA market, and some owners said that the decision to keep shops closed was taken after Suryan’s remarks.

While no official order has been issued so far, Mr Suryan in a letter to SDMC Commissioner Gyanesh Bharti on Monday had said that “religious beliefs and sentiments of devotees are affected” when they come across meat shops or have to bear the foul smell of meat on their way to offer daily prayers to goddess Durga during Navratra.

Meat shops will not be allowed to open from Tuesday during Navratra till April 11, he had said and asked the municipal commissioner to ensure strict adherence of his directives.

“Most of the meat shops were closed today. Most people do not eat meat, onion-garlic during Navratra time. So keeping in view the religious sentiments of the public, there is no need to open meat shops during the Navratra festival. An order in this regard will be issued today,” Mr Suryan told PTI on Tuesday.

Aggarwal also “appealed” to traders to keep meat shops closed during Navratra in view of “religious sentiments” of the community.

“I held a meeting today with senior officials, and in keeping with the religious sentiments of people, have appealed to traders to keep meat shops closed during Navratra, or at least on the last three days of the festival,” he said.

The East Delhi mayor, however, said, every year on the last three of Navratra, the Ghazipur slaughterhouse is closed, and this year it will be closed on April 8-10.

“So, it means if anyone is selling meat (of buffalo or goat) in this period, it would be either stale or slaughtering done through illegal means. So, I have ordered that 16 teams be formed to keep a very watchful eye on such traders, and take actions accordingly,” Aggarwal said.

“Actions will include seizure of meat or imposition of challan or even revoking if license or sealing of shops, as per the situation,” he said.

The owners of meat shops at the INA market said that they shut their establishments fearing action from authorities, even as no official order has been issued in this regard.

“The (meat) shops at the INA market are closed fearing action by authorities. Yesterday, the SDMC mayor announced in the media that strict action will be taken against those opening shops during Navratri. We have decided among ourselves to close our shops for today,” Sanjay Kumar, manager at Bombay Fish Shop, said.

Meat shops remained closed through the day, he said.

“Owners decided to keep shops closed as the mayor has threatened serious actions against them,” Kumar claimed, adding that they are yet to decide whether they will keep shops closed till Navratri ends.

Kamal, co-owner of Pigpo meat shop in Jor Bagh, said he had opened the shop in the morning but after learning about the mayor’s statement, decided to close it.

“We opened the shop in the morning but have shut it after we got to know that shops in nearby markets are closed,” Kamal said.

Meanwhile, Saleem, general secretary of the Ghazipur Murga Mandi, said that meat shops are closed today as per their usual schedule. The impact of the mayor’s request will be clear by 9 am Wednesday.

This is the first time when the civic body has asked for the closure of meat shops under its jurisdiction during Navratri which is being observed from April 2-11.

Meanwhile, many commoners also protested such a move by the civic bodies in a democratic country.

“Mukesh Suryan, Mayor of South Delhi Municipal Corporation (SDMC), on his recommendation to shut meat shops in Delhi during Navratri. Mukesh Suryan should know that India is a secular country, not a Hindu state. So, stop your saffron mindset of hatred and nonsense,” alleged user @thisismalik on Twitter.

West Delhi MP Parvesh Verma said that Muslim community should not be influenced by “provocative” statements of leaders like Asaduddin Owaisi and should maintain harmony.

“If other communities respect the Hindu festival and welcome the decision, we will also show respect when their festivals will be celebrated,” he said.
