Delhi Election Commission Suspends Preparations For Civic Body Polls


Elections to the three corporations were last held on April 23, 2017.

New Delhi:

The State Election Commission of Delhi has put on hold preparations for the municipal corporation polls, that were due to be held in April, after the Centre notified the DMC (Amendment) Act, 2022, to merge the three civic bodies. 

State Election Commissioner of Delhi SK Srivastava, before his retirement on Wednesday, issued a notification to stop the preparatory steps for the civic body polls. He also rescinded various notifications issued earlier by the commission for the appointment of electoral officers for the civic body polls.

“….pursuant to the enactment of ‘The Delhi Municipal Corporation (Amendment) Act, 2022,’ whereby the three municipal corporations in Delhi have ceased to exist and have been replaced by a unified single Municipal Corporation, I, S.K Srivastava, state election commissioner …do hereby keep on hold all preparatory steps for the conduct of general election to three municipal corporations of Delhi, and rescind the notifications with immediate effect..,” the notification read.

The notifications now rescinded by the commission include those issued for the appointment of electoral registration officers-cum-returning officers for the wards of the three corporations, district election officer for the wards, observers and other officials for the municipal corporation polls.

Mr Srivastava had in March deferred the announcement of dates for the municipal corporation polls, amid a press conference, saying he had received a communication from the Centre. He had said the Centre was planning unification of the North, East and South Delhi Municipal Corporations.

Vijay Dev on Thursday took charge as the new state election commissioner of Delhi. He took voluntary retirement as the chief secretary of the Delhi government on April 20.

Elections to the three corporations were last held on April 23, 2017. The five-year term of the North Delhi Municipal Corporation will end on May 18, South Delhi Municipal Corporation a day later and the East Delhi Municipal Corporation on May 22.

The Delhi Municipal Corporation (Amendment) Act, 2022, lays down bringing down the existing number of 272 wards to 250. It will require ward redrawing exercise that is expected to delay the civic body polls for several months, officials said.

Delhi Chief Minister Arvind Kejriwal stressed that postponing elections weakens democracy

Delhi Chief Minister Arvind Kejriwal today urged Prime Minister Narendra Modi to ensure that civic polls in the national capital are not deferred and stressed that postponing elections weakens democracy.

The Delhi State Election Commission has said that the centre plans to bring a Bill in the Budget Session to unify three civic bodies and since the poll panel is examining the communication from Lt Governor Anil Baijal, it has decided to defer announcement of the election schedule.

The panel has said that it has sufficient time to conduct the polls before the expiry of term on May 18.

The three municipal corporations – South Delhi Municipal Corporation, North Delhi Municipal Corporation and East Delhi Municipal Corporation – are currently in BJP’s control.

“People are questioning the move. It has been seven-eight years since the BJP is at the Centre, why didn’t they do it (unification) earlier,” Mr Kejriwal asked. “The BJP knows that there is an AAP wave in Delhi and they would lose elections,” he said.

Questioning the rationale behind the move, he asked, “If tomorrow, three municipal corporations are clubbed, they will sit out of one office. The employees will do as needed, but why defer elections for this? Tomorrow if India is to go from a Parliamentary system to a Presidential system of governance, will elections be deferred? If two states are merged into one, will elections be deferred? These are unrelated incidents.”

“With folded hands, I urge Prime Minister Narendra Modi to let the elections happen. Governments come and go. The country is important and not political parties. If we pressure the Election Commission, it weakens institutions. We should not let the institutions weaken since it weakens democracy and the country,” he said.

The Chief Minister said the state election panel took the decision within an hour of receiving a letter seeking deferment of the polls. “If institutions are so easily weakened, it is a grave threat to our nation and to democracy,” he said.

“I even appeal to the state election commissioner, Sir, please do not come under pressure. I do not know what pressure you are under – if it is an ED raid, or a CBI raid, or an income tax raid, or something else – or is it because the state election commissioner, who is due to retire this year, has been promised a favourable post-retirement posting, but whatever be the case, Sir, please do not be under pressure or greed,” Mr Kejriwal said.

Meanwhile, the Election Commission clarified today that it does not oversee local polls. Its remark came in response to a CPI(ML) leader’s tweet on the row over Delhi civic polls.

Sucheta De, the CPI(ML) leader, had termed the deferring of polls an “alarming development” and said the poll panel “should not buckle under pressure”.

In response, the Election Commission clarified that it does not have the mandate to conduct local elections.

Eclectic Mix Of Poll Symbols In Delhi Civic Polls

Independent candidates contesting the Delhi civic body polls this year will have an interesting mix of around 200 election symbols to choose from, including ‘Ganna Kisan‘ (sugarcane farmer), ‘Nagrik’ (citizen), noodles bowl, ice cream, a range of daily use items, fruits, vegetables and kitchen appliances.

The State Election Commission, Delhi, has notified that the election to 272 wards of three municipal corporations is scheduled to be held in April.

The list of 197 poll symbols was issued on Friday by the Commission in its ‘Municipal Corporation of Delhi Election Symbols (Reservation and Allotment) Order, 2022’.

The ‘free symbols’ meant for independents and candidates of unrecognised parties include fruits like apple, grapes and pineapple; food items like biscuits, cake, bread; kitchen items like pressure cooker, mixee, bread roller and many other electronic items.

A few of the relatively obscure symbols like electric pole, gift pack, extension board, wall hook, envelope and door handle also find a place in the list.

According to the order, each independent candidate will mention three preferences of chosen symbols in his nomination paper. In case more than one candidate falls for the same symbol, the returning officer of the elections will conduct a draw of lot for allocation of the symbol.  The candidates of national parties, including the All India Trinamool Congress, BSP, BJP, CPI, CPI(M), Indian National Congress; and Meghalaya-based National People’s Party will be alloted reserved symbols.

The Aam Aadmi Party (AAP) recognised by the Election Commission of India as “Delhi State Party” has ‘broom’ symbol alloted to it, said the order.

The Commission, in another order, also said that maximum limit of expenditure to be incurred by a candidate in the ward elections of three municipal corporations will be Rs 8 lakh.

There are 104 wards each in North and South Delhi municipal corporations. The East Delhi Municipal Corporation has 64 wards. Half of the wards are reserved for women candidates. There are also reserved wards for Scheduled Caste candidates.

In the last MCD polls in Delhi, the BJP registered an impressive victory, returning to power in the three corporations by winning 181 of 272 wards.

The closest rival of the party — AAP managed to win only 49 wards, while the Congress bagged 31 wards in the elections.

The independents won three wards in North Delhi, four in South Delhi and one in East Delhi municipal corporations.

Delhi Civic Polls Will Likely Be Webcast, Say Election Authorities

Election authorities have begun preparations for the civic polls in Delhi, which are due in April, and are also likely to webcast the exercise, officials said on Monday.

The State Election Commission (SEC) in Delhi in January had said that the civic polls in Delhi will be held in April 2022 and announced de-reservation of existing wards and reservation of new wards on rotation for specified categories.

The commission is likely to webcast the civic polls. This has been done in previous elections as well, such as assembly polls and Lok Sabha elections. Webcast is generally done for sensitive seats and areas to allay fears of any wrongdoing, officials said.

They said 150-200 people have been debarred from contesting civic polls this time, as they had not declared their assets information correctly in the last elections.

This is in accordance with an order issued seven-eight months back, the officials said.

Schedule of civic polls is likely to be announced in the second week of March, sources said. Delhi has three municipal corporations — North, South and East — and the last civic polls were held in April 2017.

While the North Delhi Municipal Corporation and the South Delhi Municipal Corporation have 104 wards each, the East Delhi Municipal Corporation has 64 wards.

All three corporations are currently ruled by the BJP, the party has been controlling all the civic bodies since the trifurcation of the erstwhile unified Municipal Corporation of Delhi (MCD) in 2012.

In 2017 polls, the BJP had bagged 181 of 270 wards in all three civic bodies, and had managed to increase its vote share by around 5 per cent. The party’s vote share was 32.2 per cent in the 2015 Assembly election.

While AAP had finished on second spot, Congress was a distant third in the elections’ results tally in 2017.
