Uproar in Parliament continues on Day 3, BJP plans to keep the heat on Rahul Gandhi

BJP members repeated their demand for an apology from Rahul for his comments, accusing him of insulting India on foreign soil.

Union Minister Piyush Goyal, who was present in Lok Sabha on Wednesday morning, even asked Speaker Om Birla to “fix the responsibility” of Rahul’s “insult to Parliament” on other Congress MPs who were protesting, seeking a Joint Parliamentary Committee (JPC) probe into allegations of stock manipulation, among others, raised in the Hindenburg report on the Adani Group, allegations that the Group has dismissed as baseless.

Sources in BJP said the party wants to keep the heat on Rahul and the Congress even at the cost of Parliament proceedings getting adjourned without transacting any legislative business. “The government has the Finance Bill to be passed, which will happen anyway. There are no key Bills on the agenda. Anyway, almost everyone — in the ruling party and the Opposition — is in election mood,” a party leader said, referring to the coming Karnataka Assembly elections.

Besides the Finance Bill, 35 Bills are pending — 26 of them in Rajya Sabha and nine in Lok Sabha. “But none of them is in the urgent category,” the BJP leader said.

As of now, sources said, Personal Data Protection Bill, the most awaited Bill, was unlikely to come up in this Session. But, according to them, the government wants to take up the Bill if Parliament gets back to normalcy. The Bill is at present with the legal department for vetting and has to be cleared by the Cabinet.

On Wednesday, the BJP stepped up its attack on Rahul outside Parliament, too, with Union minister Smriti Irani addressing a press conference and alleging that the Congress MP’s grudge against Prime Minister Narendra Modi had taken the shape of a grudge against India. Referring to Rahul’s remarks in the UK, Irani alleged that he lamented the “lack of foreign intervention” in India’s democracy “at the feet of India’s colonial past”.

Irani said the “lies that became a foundation of the Congress leader’s conversation in England” are many.

Poll mood evident

The poll mood was evident in the House as soon as the Budget Session resumed on Monday after a break. The ruling party’s MPs were on their feet with the slogan “Rahul Gandhi maafi mango (Rahul Gandhi, apologise)” right from the first day, while Opposition MPs protested, seeking a JPC probe into the alleged stock manipulation by the Adani Group. While Congress, DMK, NCP, Left and BRS members were in the Well of the House, their Trinamool Congress (TMC) counterparts protested standing near their seats.

On Wednesday, as soon as the Lok Sabha assembled, Opposition members stormed into the Well, carrying placards that stated “Save SBI, Save LIC” and shouting slogans, asking the Prime Minister to answer. Counter-slogans were raised from the Treasury Benches, demanding an apology from Gandhi for his remarks on Indian democracy.

As Congress MPs entered the Well, Goyal was heard saying, “This is a serious issue. There has to be strict action on these members (protesting with placards). One member goes abroad and insults Indian Parliament. Until he apologises, the responsibility should be fixed on them (protesting Congress MPs). I wonder if they do not feel insulted by the remarks he (Rahul) made.”

He also said, “Whoever brings placards to the House should be suspended from the House.”

Speaker Om Birla warned Congress MPs against bringing placards to the House. “Please try not to make comments on the House outside this House,” he said. Birla also told the protesting Opposition members, “This House is meant for holding discussions and dialogues. Let’s talk about policy and have a good discussion on issues related to public welfare. If we want people’s welfare and consider this House a temple of democracy, I will request that at least don’t comment on this House (outside).”

As members refused to relent, Birla adjourned the House until 2 pm. When the House resumed, sloganeering continued from both sides, even as Bhartruhari Mahtab, who was in the Chair, kept requesting for order.

Amid the din, MoS (Defence) Ajay Bhatt introduced the Inter-Services Organisations (Command, Control and Discipline) Bill, 2023. The Bill is aimed at empowering the Commander-in-Chief or the Officer-in-Command of Inter-services Organisations in respect of service personnel who are subject to the Air Force Act, 1950; the Army Act, 1950; and the Navy Act, 1957, who are serving under or attached to his command, for maintenance of discipline and proper discharge of their duties.

In the afternoon, Parliamentary Affairs Minister Pralhad Joshi kept up the attack on Gandhi, saying, “We are receiving information and calls from the diaspora across the globe that a member of this House is insulting India…he has cast aspersions on the Speaker… Directly, this is an allegation on the Speaker and the institution (Parliament).”

He also said, “Rahul Gandhi has said that MPs who stand outside Parliament have also been arrested. Where have they been arrested? Saying things like this and inviting other countries to intervene in the affairs of a sovereign country is ghor apmaan (gross insult) of India.”

But instead of seeking an apology for this “gross insult”, Opposition members are bringing placards into the House, he said. “Therefore, action should be taken. This is our demand,” Joshi said. Mahtab subsequently adjourned Lok Sabha for the day.

Opposition leaders try to march to ED HQ on Adani issue, stopped by police

As the government continued its offensive against the Congress in Parliament and sought an apology from senior Congress leader Rahul Gandhi for his remarks in London, top Opposition leaders and MPs on Wednesday tried to march to the Enforcement Directorate headquarters demanding an inquiry into allegations against the Adani Group. However, they were stopped at Vijay Chowk by the Delhi Police as they came out of the Parliament building.

Opposition leaders said MPs belonging to 18 parties were part of the protest.

The Opposition’s move to march to the ED headquarters from Parliament is seen as an attempt to put the spotlight back on the Adani matter. The Opposition has been alleging that the government’s aggressive attack on Rahul Gandhi was to deflect attention from the “Adani scam”.

Interestingly, the Trinamool Congress (TMC) was not part of the Opposition march. The TMC is also not on board with the Opposition demand for setting up a joint parliamentary committee (JPC) investigation into allegations against the Adani Group and charges of government patronage to industrialist Gautam Adani.

Nationalist Congress Party (NCP) too did not participate in the march.

Among those who led the march include Congress president and Leader of the Opposition in Rajya Sabha Mallikarjun Kharge, Congress leader in Lok Sabha Adhir Rajan Chowdhury, CPI’s Binoy Viswam, CPM’s Elamaram Kareem, DMK’s T R Baalu, Samajwadi Party’s Ramgopal Yadav, AAP’s Sanjay Singh, Shiv Sena’s Sanjay Raut and BRS’s K Keshava Rao.

“All of us are going to the Enforcement Directorate but the government has stopped us. The government does not want us to take out a march. One individual has destroyed the LIC, SBI and other banks. People have deposited their hard-earned money in these institutions with trust. But all their money has been handed over to one person,” Kharge said.

He alleged that the Adani Group has the patronage of the government and Prime Minister Narendra Modi in amassing wealth. “How has it happened? Who is responsible? Who is giving money to him? How he is allowed to make so much money… So we want an inquiry. An inquiry should be held… What is the relationship between the Prime Minister and Adani… Where he goes, he takes him,” Kharge said.

On the police stopping him and the other leaders, Kharge said while the government waxes eloquent about democracy, it has stopped a peaceful protest by Opposition leaders. “We are not jostling around. It is a peaceful protest,” he said.

Ahead of ED questioning, BRS leader Kavitha tells Cong to think: ‘Of 4,000-odd MLAs in country, it has only 600’

Set to appear before the Enforcement Directorate (ED) on Saturday to face questioning in connection with the Delhi liquor scam, Bharat Rashtra Samithi (BRS) leader K Kavitha, daughter of Telangana Chief Minister K Chandrashekar Rao, lashed out at the BJP government on Thursday, accusing it of setting investigative agencies after political opponents and “torturing” leaders like her. On Friday, a day before the questioning, the BRS MLC will hold a day-long hunger strike at Jantar Mantar seeking passage of the Women’s Reservation Bill.

Kavitha said the Women’s Reservation Bill had been hanging fire for 27 years. Interestingly, Kavitha thanked UPA chairperson Sonia Gandhi who she said was “instrumental” in bringing the Bill and ensuring its passage in Rajya Sabha in 2010. Since then, the Women’s Reservation Bill had been lying in cold storage, she said.

Kavitha said she expects representatives of over 18 political parties to participate in the one-day hunger strike which is being organised by her NGO Bharath Jagruthi. She said she has reached out to Congress president Mallikarjun Kharge and AICC general secretary in charge of organisation K C Venugopal and hoped the Congress would send a representative to participate in the protest.

Kavitha said the Congress must decide on its role and think beyond its own party in national interest. “The need for the Congress is to become a team player and work together to defeat the BJP in 2024,” she said.

On the Congress’s allegation that the BRS is the ‘B team’ of the BJP, she said all those parties which raise their voice against the BJP are often called ‘B team’ and ‘C team’. Asked where she thinks the Congress stands on larger Opposition unity, she said, “Where the Congress stands should be asked to the Congress.”

“We feel all the Opposition parties should come together. It is for the Congress to decide what is its responsibility towards the country. If the Congress still believes nothing can happen without it…then they should better fact check…because out of 4,000-odd MLAs in this country… the Congress has only about 600… Where is their number?” she said. “They have only 17 MLAs in Tamil Nadu where they are part of the alliance government. In Bihar, they are part of the alliance government… how many MLAs do they have? In Bengal, they have won one seat with much difficulty… The point is not for me to gun down the Opposition. The point is we should get united… But who should make that effort? Why should the burden be only on the other parties, only on the BRS?” she said.

Referring to the rally held by the BRS in Khammam recently which was attended by some Opposition leaders, she said, “So our efforts are on but about the Congress’s efforts and when will they shed their arrogance and see reality? That they will have to decide.”

Kavitha said she had urged the ED to examine her at her residence, arguing that it was a “fundamental right” of women to insist that agencies question them at their residence. “The law supports us and there are many judgments in this regard. So I requested the ED to come to my residence and bring along the accused too. But they did not agree,” she said.

Kavitha said she will approach the Supreme Court for a direction to the agencies to use video conferencing facilities to question women.

“Why was the ED in a rush to question me and choose a day before my protest?” she added. “If they can do this to a political face, imagine how much a common person, especially a woman, would have to bear.”

Lashing out at the BJP government, she said the Centre has been sending its agencies to Telangana since last June. “The question is why… Because Telangana has Assembly elections in November- December. Wherever there are elections, the ED reaches before [Prime Minister Narendra] Modi,” she said.

Kavitha claimed some 500 business houses had been raided by the Income Tax Department and the CBI had made 100 raids. “The ED has raided 200 places. The NIA has called 500 to 600 people and intimidated them… Some 15-16 leaders of our party leaders – MLAs, MPs and ministers – have been targeted.”

“We want to tell Modi, the BJP and the people of the country that we will not be cowed. They have failed the Army, the youth, and the farmers already,” she said.

The ED Director, SEBI chief and heads of the SBI and LIC are getting extensions because they toe the government line, she said, adding: “My simple question is why are you not giving extensions to the youth who are being inducted into the Army under the Agniveer scheme?”

Referring to the revelations against the Adani Group, Kavitha argued, “Modi is not clean as is being projected.” She said that the ‘double engine’ government stands for “Pradhani and Adani sarkar” and “works in the interests of only a few”.

She also accused the BJP government of lying all the time. “They lie about the GDP, development… The Prime Minister stands up in Parliament and lies. Is this politics?” she said. Kavitha asked the people not to give the reins of power again to “one nation, one friend” government.

Asked about her protest on Women’s Bill, she said invitations have been sent to women’s organisations across the country. “At least 500 to 600 people will sit on the hunger strike. More than 6,000 people have confirmed that they will join us. More than 18 parties have confirmed that they will join the protest,” she said.

In Hyderabad, IT and Municipal Administration and Urban Development Minister K T Rama Rao, Kavitha’s brother, accused the Centre of targeting the BRS and CM KCR on the pretext of investigating the Delhi liquor scam. “The BJP’s double engine growth means one engine is Modi and another is Adani. One is a political engine, another is a financial engine. Together they are ‘Modani’ and they bend the rules so that Adani gets all the projects,” he said.

Rahul Yatra Day 56: Raises PM Modi’s ‘two or three friends’, fuel price rise, KCR and family

On the 56th day of his Bharat Jodo Yatra, Congress leader Rahul Gandhi Wednesday launched a scathing attack in Hyderabad on Prime Minister Narendra Modi over the privatisation of public sector firms and the price rise, and accused Telangana’s ruling party of acting in cahoots with the BJP to pass controversial legislation in Parliament.

“At BHEL, I met employees who told me they were scared. I met employees of Bharat Dynamics Limited. BDL manufactures some of our most advanced missiles for the protection of our country but their employees are scared. Employees of BHEL and BDL are scared that their companies would be privatised and they would lose their jobs. These two PSUs along with many others are the backbone of this country, which the Modi government wants to hand over to their two friends. There is no central government support to these PSUs, but the Modi government is ready to hand them over to Modi’s two friends,’’ Gandhi said.

Gandhi asked the crowd at Muthangi what else was being privatised by the central government. In response to a big roar from the public, he said, “Yes, Modi has two or three friends. Yes, airports, LIC, ports, telecom, gas pipelines are for sale, dekho public sab jaanti hain.’’

He said the Congress would fight “tooth and nail” against the privatisation of public sector undertakings.

Raking up the repealed farm laws, Gandhi said the Bills were aimed at stealing money from farmer’s pockets. “Farmers protested and forced the BJP government to back down. That is what I am saying, do not fear BJP. If we confront them, they will be finished,’’ he said.
Gandhi said that before becoming prime minister, Modi “made a hue and cry” when the price of an LPG cylinder hit the Rs 400 mark. “Modi used to remind in every speech about the price of an LPG cylinder, aaj kitne ka hai??’’ he said. “Now Narendra Modi does not talk about prices of LPG, diesel and petrol. This price rise has affected every section of society, on every Hindustani. It affects every trader, every businessman, and every farmer.”

Gandhi also lashed out at the Telangana Rashtra Samiti. “I am saying this again: TRS and BJP work together,’’ he said.

The Congress leader accused Chief Minister K Chandrashekar Rao of redesigning irritation projects so that fresh bids could be invited and Rao and his family could make money. “I do not have to give any proof that TRS and BJP are together because in Parliament I have seen that TRS has always supported the BJP in passing all the Bills. The entire Opposition was standing against the kisan Bills while on the other hand were Narendra Modi and TRS. This yatra is against the hatred and violence that BJP is spreading; to raise voice against raising unemployment and rising prices of essential commodities.”

Gandhi said Rao also did not talk about the price rise. “The lakhs of crores of rupees that are being stolen out of your pockets with the price rise is going where? This money is not disappearing, it is not being burnt; it is not evaporating, so where is the money going? I will tell you, half of the money is going into the pockets of the two or three friends of Modi. As your CM does not have enough friends, some of the money is going to his family,’’ he said.

“With the remaining money, MLAs and MPs of other parties are being purchased. It is being utilised to bring down democratically elected governments. We were elected in Madhya Pradesh but BJP used money to bring purchase our MLAs and bring down the Congress government. BJP has tried to bring down our government in Rajasthan. In every state, BJP is using taxpayer money to destroy democracy. These two (referring to TRS and BJP) do the same work,” he said. “Their ideology is the same. It is to steal money from the poor people and give money to elected politicians. Intimidate the people and silence the media.’’

Earlier, the yatra started the eighth day of its Telangana leg from Balanagar Main Road. A large number of Youth Congress, NSUI and Congress leaders accompanied Gandhi on the busy national highway 65. The yatra swelled into a 20km march as thousands of Congress supporters joined it. Actress Pooja Bhatt briefly joined the yatra, walking beside Gandhi from about 9am till the morning break at 1030am near Madinaguda. It resumed from BHEL at 4pm.

Gandhi interacted with several sanitation workers of the Greater Hyderabad Municipal Corporation along the way. During the afternoon break, members of the farmer organisation Rythu Swarajya Vedika met Gandhi and discussed the permission granted for the environmental release and seed production of genetically modified mustard. “We shared various concerns regarding the approval process by the GEAC (Genetic Engineering Approval Committee), where the tests are designed by the applicants themselves, and approvals have been given without the completion of additional tests prescribed by the GEAC. We mentioned GM mustard being herbicide-tolerant, and glufosinate is the harmful herbicide which it is resistant to,’’ a representative told The Indian Express.

He said Gandhi assured them that he would look into the harmful effects of glufosinate and appeal to the Centre to investigate it.

Gandhi retired for the night at Koulamet near Rudraram. The yatra will resume on Thrusday morning from the Ganesh temple there.
