NEW DELHI: Both Lok Sabha and Rajya Sabha were adjourned for the day on Friday due to slogan-shouting by the opposition and protests by BJP members over Congress leader Rahul Gandhi’s “democracy under threat” remarks in London recently.
The first week of the second leg of the budget session in Lok Sabha was one of the least productive as proceedings were stalled for five days in a row with BJP insisting on an apology from Rahul and the Opposition seeking a joint parliamentary committee (JPC) probe into the Adani issue.

Lok Sabha Speaker Om Birla urged all the MPs to bring the House in order so that the day’s business could be taken up. “You all have been sent by your electorate to take part in proceedings and not for slogan-shouting. I can’t run the house until it is in order,” Birla said before adjourning the House 15 minutes later.
In Rajya Sabha, soon after the listing of papers, Chairman Jagdeep Dhankhar said he had received 11 adjournment notices which were disallowed. Leader of Opposition Mallikarjun Kharge sought to speak but was not allowed, triggering an uproar by opposition members.
BJP chief spokesperson Anil Baluni said Congress and opposition parties were solely responsible for the current impasse in Parliament. “The statement made by Rahul Gandhi in London was an attack on Indian democracy. People of the country are agitated and so are the parliamentarians,” Baluni said and added, “The MPs not only from BJP but also a section in the opposition are petrified at the language Rahul Gandhi used on foreign soil against sovereignty and integrity of the country.”
He said there is anger across the country and Rahul Gandhi must tender an apology to the nation.
In Rajya Sabha, opposition MPs Neeraj Dangi, Akhilesh Prasad Singh, Kumar Ketkar, Syed Naseer Hussain, Amee Yajnik and Santosh Kumar P had given notices to discuss the government’s failure to constitute a JPC on charges of corporate fraud, stock market manipulation and financial mismanagement against the Adani Group.
Notices were also given by Ranjeet Ranjan, KC Venugopal, Sanjay Singh and Pramod Tiwari to discuss the government’s “questionable” role in promoting the business interests of the Adani Group. Dhankhar said Elamaram Kareem has raised a demand to discuss the Hindenburg report on the Adani Group, which has put government deposits in public-sector banks and LIC in danger.

Lok Sabha proceedings last just 3 minutes as logjam over Rahul Gandhi remarks continues for 4th day | India News

NEW DELHI: Ruckus over Rahul Gandhi’s remarks in the UK stalled both Houses of Parliament for the fourth consecutive day on Thursday with Lok Sabha proceedings lasting barely three minutes and the Rajya Sabha, too, failing to transact any business.
Rahul’s arrival in the Lok Sabha in the afternoon was greeted with loud shouts of “Aa gaya! Aa gaya!” from a handful of BJP MPs even as the House was adjourned within a minute after it reconvened at 2pm.
Kirit Solanki, who was in the chair, urged members to be seated and stop the sloganeering if they want a debate but the opposition and treasury benches continued with their slogan-shouting and the House was then adjourned for the day.

In the morning session, the House proceedings had lasted only for two minutes. Trinamool Congress members, with their mouths covered with a black ribbon, had gathered in the well of the House as the proceedings got under way. Speaker Om Birla urged the members to allow the House to function, but to no avail. Similar scenes played out in the Rajya Sabha with BJP insisting on an apology from Rahul for his London remarks and opposition members demanding a joint parliamentary committee probe into the investment of public money in the Adani Group through institutions like LIC and SBI.
When the House re-assembled in the afternoon, several members had already gathered in the well.
Deputy chairman Harivansh asked the members to return to their respective seats and allow the proceedings to continue.
As the members continued to shout, he adjourned the House for the day. Earlier in the day, TMC members raised slogans saying they were not being allowed to speak and wore black masks as a mark of protest.

Opposition leaders try to march to ED HQ on Adani issue, stopped by police

As the government continued its offensive against the Congress in Parliament and sought an apology from senior Congress leader Rahul Gandhi for his remarks in London, top Opposition leaders and MPs on Wednesday tried to march to the Enforcement Directorate headquarters demanding an inquiry into allegations against the Adani Group. However, they were stopped at Vijay Chowk by the Delhi Police as they came out of the Parliament building.

Opposition leaders said MPs belonging to 18 parties were part of the protest.

The Opposition’s move to march to the ED headquarters from Parliament is seen as an attempt to put the spotlight back on the Adani matter. The Opposition has been alleging that the government’s aggressive attack on Rahul Gandhi was to deflect attention from the “Adani scam”.

Interestingly, the Trinamool Congress (TMC) was not part of the Opposition march. The TMC is also not on board with the Opposition demand for setting up a joint parliamentary committee (JPC) investigation into allegations against the Adani Group and charges of government patronage to industrialist Gautam Adani.

Nationalist Congress Party (NCP) too did not participate in the march.

Among those who led the march include Congress president and Leader of the Opposition in Rajya Sabha Mallikarjun Kharge, Congress leader in Lok Sabha Adhir Rajan Chowdhury, CPI’s Binoy Viswam, CPM’s Elamaram Kareem, DMK’s T R Baalu, Samajwadi Party’s Ramgopal Yadav, AAP’s Sanjay Singh, Shiv Sena’s Sanjay Raut and BRS’s K Keshava Rao.

“All of us are going to the Enforcement Directorate but the government has stopped us. The government does not want us to take out a march. One individual has destroyed the LIC, SBI and other banks. People have deposited their hard-earned money in these institutions with trust. But all their money has been handed over to one person,” Kharge said.

He alleged that the Adani Group has the patronage of the government and Prime Minister Narendra Modi in amassing wealth. “How has it happened? Who is responsible? Who is giving money to him? How he is allowed to make so much money… So we want an inquiry. An inquiry should be held… What is the relationship between the Prime Minister and Adani… Where he goes, he takes him,” Kharge said.

On the police stopping him and the other leaders, Kharge said while the government waxes eloquent about democracy, it has stopped a peaceful protest by Opposition leaders. “We are not jostling around. It is a peaceful protest,” he said.

Both Houses of Parliament stalled over Adani controversy, joint opposition demands probe | India News

NEW DELHI: Both Houses of Parliament were adjourned without transacting any business on Thursday over the Adani controversy with a combined Opposition seeking a probe by a Joint Parliamentary Committee (JPC) or an SC-monitored panel into the massive slide in the company’s stocks in the wake of allegations of fraud.
The parties accused the government of forcing LIC, SBI and other public institutions to invest in the Adani group “which has endangered the savings of crores of Indians”.
Lok Sabha and Rajya Sabha were adjourned without proceedings after the opposition’s demand for suspension of business to discuss the issue was rejected in the two Houses.
Leading a group of like-minded parties at a press conference later, Congress president Mallikarjun Kharge said, “Keeping public interest in mind, we want a thorough probe… There should also be day-to-day reporting of the investigation on the issue.”
The plan to put the Adani row at the centre of House proceedings was devised at a meeting held in Kharge’s chamber in the morning as also in the strategy group meeting of Congress. The parties agreed to jointly raise the issue in Parliament. Coordination among opposition parties started on Wednesday night, soon after a message from Kharge to floor leaders for Thursday’s meeting.
Sources said the strategy on how to take forward the protest is proving to be tricky as the Houses cannot be disrupted for long in view of the important business of ‘Motion of Thanks’ to the President’s address and discussion on the Union budget.
The parties decided that the issue will be picked up during the debate on the ‘Motion of Thanks’. “It was also decided that no other issue will be brought up lest it provides the treasury benches to run away from the discussion,” said TMC floor leaders Sudip Bandopadhya (LS) and Derek O’Brien (RS).
“We have only decided the strategy for this week, and will meet again on Monday,” an opposition leader said.
Besides the Adani issue, the Opposition has a consensus on raising three other issues — the BBC documentary controversy, Chinese aggression and attacks on the judiciary. Among the parties that attended the discussions were DMK, TMC, SP, RJD, JDU, Shiv Sena, CPM, CPI, NCP, IUML, National Conference, AAP, Kerala Congress and Bharat Rashtra Samithi.
“Opposition leaders are being harassed for no reason by ED, CBI. Why is the government (Centre) not taking action against the perpetrators of such a monumental scam so that they do not flee this country?” O’Brien said.
SP’s Ram Gopal Yadav said there was panic among people because of bad investments of their savings. “People thought their money was safe in public sector banks and institutions,” he said.

HYDERABAD: Bharat Rashtra Samithi (BRS) supremo and chief minister K Chandrasekhar Rao succeeded on Wednesday in getting top politicians from three regional parties, including three chief ministers, to share a stage with him at a public meeting in Khammam.
Delhi CM Arvind Kejriwal, Kerala CM Pinarayi Vijayan and Punjab CM Bhagwant Mann came together with Samajwadi Party chief and former Uttar Pradesh CM Akhilesh Yadav and CPI national general secretary D Raja in front of a massive audience.
BRS leaders termed the meeting a game-changer in the country’s politics as no party leader had held such a massive rally with other party leaders in tow in recent years. Although still early days, many in BRS are hoping that the Khammam public meeting will help other parties and leaders come closer to BRS ahead of the 2024 Lok Sabha elections.
For the past four years, KCR has been working on a non-Congress, non-BJP alliance of regional parties. In the past couple of years, he has met several CMs and former CMs, including TMC’s Mamata Banerjee, DMK’s M K Stalin, Hemant Soren, Sharad Pawar and Uddhav Thackeray. Although not present at Khammam, former Karnataka CM H D Kumaraswamy has been a regular face at key BRS events.
KCR and the other leaders in their speeches gave an indication of the issues the alliance would raise. Despite the ongoing debate on freebies hurting the economy, KCR promised free power to all farmers across the country within two years of forming government.
Both Kejriwal and Mann spoke about how governors were being used by the Centre to unsettle non-BJP state governments and the manner in which central investigation agencies were being “misused” to target the opposition.
KCR in his speech charged successive governments at the Centre with failing to address various issues, especially those related to power, water and settling inter-state disputes. Around 150 retired bureaucrats and experts working on schemes and drafts are ready, he stated.
He declared that BRS’ journey would continue with like-minded parties in the future, especially with the Communist parties. He also said if his coalition forms government in the 2024 Lok Sabha elections, it would scrap the Agnipath scheme. “Modi’s slogan is the government has no business to do business, but my slogan is government has every business to do business wherever required,” KCR said.
He declared that if PSUs like LIC are sold, a BRS-supported government at Centre would bring them back to government. The same would be the case with Visakhapatnam Steel Plant, he said. “The country has 70,000 tmcft of water and 1.40 lakh MW of power, but we cannot provide free power to agriculture sector and provide drinking water to every household,” he added.

MCD Bill introduced in Lok Sabha; Opp slams ‘breach of Constitution’

The Delhi Municipal Corporation Amendment Bill, 2022, which seeks to unify the Capital’s three municipal corporations and give complete control of the civic body to the Centre, was introduced in the Lok Sabha on Friday, prompting sharp criticism from Opposition MPs.

The Bill was introduced by Minister of State Nityanand Rai. Opposing it, Revolutionary Socialist Party (RSP) MP NK Premachandran said it was against federalism, a basic feature of the Constitution.

“What about the will of the members of the Delhi Legislative Assembly? That is why I am saying it is totally against the basic feature of the Constitution, that is, cooperative federalism,” he said.

Congress MP Gaurav Gogoi said the Bill is against the objective to “democratise and decentralise” the Municipal Corporation of Delhi (MCD) by its trifurcation 10 years ago.

In 2012, the MCD was divided into three bodies – North Delhi, South Delhi and East Delhi municipal corporations

Gogoi’s party colleague and MP, Manish Tewari said the Parliament lacks the legislative competence to unify the Capital’s three municipal bodies. It is the Delhi Assembly that is empowered to do so, he added.

“After Part 9A was inserted into the Constitution of India with effect from 1st June, 1993, the power to constitute municipalities lies with the state governments in terms of Articles 243P and 243R of the Constitution of India. Secondly, as per Article 246 read with Seventh Schedule, entry 5 of the State List, powers to constitute municipal corporations is with the states,” he said.

The Bill, which was cleared by the Union Cabinet on Tuesday, states that in at least 11 sections of The Delhi Municipal Corporation Act, 1957, the words “Central Government” shall replace “Government”, wherever it occurs.

It also proposed the appointment of a Special Officer who can head the corporation until representatives of a unified MCD are elected. This is seen by many as the Centre having a foot in the door till elections are held.

Criticising the delay in municipal elections in Delhi due to the Bill, Bahujan Samaj Party (BSP) MP Ritesh Pandey said: “The Centre has not only not held elections… it has put elections on hold to bring this Bill.”

Denying the accusations, Minister of State Rai said the proposed amendment does not in any way violate the Constitution or its basic structure. “As per Article 239 KK, any law passed by the Legislative Assembly of the National Capital Territory of Delhi can be amended by the Parliament,” he said.

Opp tears into govt on lack of Budget focus on jobs; social, farm sectors

The Opposition on Monday slammed the government over rising unemployment in the country and the Budget allocating little for the farm sector or ordinary Indians.

Initiating the discussion on Budget 2022-23, Congress leader Shashi Tharoor said the Budget had betrayed hopes and aspirations of the people.

“The expectation was that the government would acknowledge the unprecedented levels of unemployment, which has left countless citizens, especially the young, with little prospect for a brighter tomorrow,” Tharoor said. “Admit that one-fifth of India’s population has plunged a staggering 53% in the last five years in their income.”

He said while the wealth of the richest 100 Indians has soared to Rs 57 lakh crore, 4.7 crore Indians have slipped to extreme poverty.

“Acknowledge,” he said, addressing the government, “that the Indian middle class has been left defenseless in the face of rising inflation, shrinking incomes and the consequent acceleration of household debt. Recognise the widespread distress and the anguish in the agrarian economy. Concede that all these misfortunes were avoidable misadventures of your style of governance. A style of governance that prioritises one-man rule over conversation, a style that demands conformity rather than seeking consensus.”

DMK’s Dayanidhi Maran called the Budget “anti-federal and anti-people”.

“This government is completely ignoring people’s welfare,” he said. More than 50% of the Budget estimate is going to be borrowed. So, basically you are going to sell and beg. Of the entire Budget, interest payment alone is Rs 9.7 lakh crore and capital expenditure is over Rs 7 lakh crore. Only Rs 3.36 lakh crore is left for development expenditure.”

He also accused the government of being biased against states not governed by BJP.

“You have done nothing for farmers,” Maran said. “You have not even broached the subject of MSP. MNREGA budget has been slashed by Rs 25,000 crore, even though demand for jobs rose due to the pandemic,” he said.

Calling the Budget “disappointing”, TMC’s Sudeep Bandopadhyay said it “contributes nothing to the common people”.

Tharoor said the Budget proposed creation of an “inadequate” 60 lakh jobs in five years, which is “a far cry from 2 crore jobs the government had promised in the equally illusory ‘acche din (good days, a reference to BJP’s earlier ad slogan)’.”.

He said there are reductions in budgeting for social welfare schemes, and significant cuts in schemes for crop insurance, minimum support price (MSP) and fertliser, which has left many farmers’ groups to term this as a “revenge Budget”.

The Congress leader also said there is no meaning of GDP growth unless one is concerned about public welfare. He tore into the government over rise in fuel and gas prices, besides rising food prices. He said corporate surcharge had been reduced from 12% to 7% but no tax relief was given to the middle class.

“Unemployment is pegged at 6.75 % as of January. This is welcome improvement from 7.9% in the previous month. It is still higher than the worst unemployment rate in the country in the past 45 years,” Tharoor said. “India’s unemployment rate has grown faster than Bangladesh and Vietnam.

“In the last two years 84% of households have suffered a loss of income, even as per capita income has fallen. The UPA pulled 27 crore Indians out of poverty, this government has pushed back 47 crore people into poverty.”

He also criticized the government over reduction in MGNREGA allocations. “The reduced MGNREGA allocation in the Budget blatantly ignores on-ground reality. Experts have consistently pointed out that MGNREGA needs Rs 1.34 lakh crore, but this government has allocated only Rs 73,000 crore. At the current allocation government will be able to provide just 16-20 days of work,” he said.

Tharoor said rising inequality threatens the social fabric of this country.

“We have already seen this during the railway recruitment exams, where 1.25 crore applied for 35,000 listed jobs,” the Thiruvananthapuram MP said. “This grave unemployment threatens to convert our demographic dividend into a demographic disaster. It required a sense of urgency and purpose from the government, which is missing in all this talk of ‘Amrit Kal’.”

Calling the Budget “long on promises but short on effect”, Trinamool’s Sudip Bandopadhyay said, “(There is) no sign of any overall reform. This is a sell-India budget: Air India, NILL, LIC — all sold. This government is in the mood to sell all PSUs. We totally oppose this idea.”

He said, “Unemployment has skyrocketed. Big industries cannot generate the kind of employment that MSMEs can. Government should focus on them.”

Raising the issue of state funding of elections, Bandopadhyay said, “What is the thinking of the government regarding state funding of elections? The Indrajit Gupta committee broadly placed that all recognised political parties will be extended support for their candidates to contest elections. It was an all-party resolution also. State funding of elections is a necessity at this time.
